INTRODUCTION
An e-Government Service platform is currently being established under the Application Component of the Information Technology Development Project, which will develop the application infrastructure and portals required to provide electronic information and services for the public.
STATUS
Contract for the implementation of e-Government Service Platform and Online Applications was awarded to NCS Pte Ltd (NCS), of Singapore on 05th of December 2006.
OBJECTIVES
The objective of the e-Government Service Platform, established under the Application Turnkey component of the ITDP, is to enable the government to improve efficiency, transparency, and accountability of public sector management and to electronically provide information and services to the public by providing the application infrastructure necessary for e-Government.
DESCRIPTION
The project will develop an e-Government Service Platform upon which government agencies will be able to develop online application to make their services available to the public through dedicated portals on the Internet.
The e-Government Service Platform will consist of common application services which shall allow online public services be developed by Government Agencies, common applications designed to streamline and make more efficient some of the main government processes and a set of online services. In addition, portals will be setup to host these applications and online services.
Common application services include Email and Internet Access services for the Government users, Government Mail Management to help manage electronically the paper based mail sent between agencies as well as mail sent to the government from the public, and e-payment gateway which shall allow the online applications to include financial transactions, government inventory management and centralized meetings management for the government agencies.
Three portals will be established to host online applications and public services and information. These portals will make access to all the services available from one single point. They are, the Government to Government (G2G) portal, Government to Citizen (G2C) portal and Government to Business ( G2B) portal. The G2G portal will make all the services required for government agencies available through government intranet.G2C portals will make the services required for individual available over internet. G2B portal will make the services required for businesses available over internet.
In addition, a set of online services will be developed using the e-Government Service Platform. The online applications that would be developed are

Vehicles and Vessels registration; facilitating creation and renewal of vehicles and vessels registration as well as make annual fee payments over internet.

Birth and Death Registration and Certification and Health Vital Database and Statistics; facilitating electronic registration of births and deaths and the centralized management of the Vital Statistics Database.

Expatriate Employment; This application will allow expatriate to pay fees for work permits as well as check the consultation of employer status.

Companies and Licenses Management; facilitating businesses to apply for registration of shops and import licenses online.

Government Mail Management; tracking incoming and outgoing mails to and from government organization, monitoring of related action and providing better information to the citizens about the processing of their Mail to the government

Government Meetings Scheduling; facilitate the bookings of meeting room and improve the communication between government organisations

Data Collection; Facilitate the collection of statistical data, reduce data collection workload, improve the processing of these data and enable sharing of collected data between government organizations.
