1. The Republic of Maldives has received a loan from the Asian Development Bank (ADB) towards the cost of Information Technology Development Project and it is intended that part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
2. The National Centre of Information Technology invites sealed bids from eligible bidders for design-build and completion of Information Technology Architecture, providing Framework Services, Architecture, implementation of selected Government applications (hereinafter referred to as “On-line Services”) and enable further implementation of other Government on-line services in the long term. Selected on-line Services are:

Vehicles and Vessels registration : creation, renewal and payment of annual fees (MoTC)

Birth and Death registration and certificates (MOH / DNR)

Health vital database and statistics (MOH)
-
Expatriate employment: application for quota and employer status (MHEESS)

Companies and Licenses management : registration and renewal (MEDT)
-
Government mail management (all GOs)
-
Government meetings scheduling (all GOs)
-
Data collection (all GOs)
International competitive bidding will be conducted in accordance with ADB’s single stage: One-Envelope bidding procedure.

4. To get the bidding documents in English, eligible bidders should write to address above requesting the bidding documents for 164-EGOV ITDP Application Turnkey contract.

Together with a bid security of US$50,000 or equivalent amount in a freely convertible currency.
Bids will be opened at 1400 hours, 30th August 2006 at the address given above.
Extension of Bid Submission
Following a substantial number of requests for an extension of the proposal submission date, we have extended the submission date of the proposals by two weeks to Wednesday, 13 September 2006. All bids must be received by the Employer at the very latest by 1100 Hours, 13 September 2006.
